No Service!

I am abroad and I have no service since today lunchtime. I tried to disable and re-enable roaming through My Vimla account but I keep receiving this message:

I have paid my September bill today and I have provided my social security number upon registration.

What is going on? Please let me know ASAP as I urgently need my number.
